Not Receiving One-Time Password

My friend dont recive One Time Password. I supose its mail service problem. Can he change email of the accaunt?

He cant call support coz he is bad in English.

Is there any way to recover accaunt by text in skype or something like it?
My friend is bad at English so he cant speak but he can use google translate if its possible to communicate by text.
He remember emal, login, pasword, but opt just dont arive on mail.
We already tryed to solve this problems by the way you recomend.

I'm afraid for account security issues, the only option is to call in. He can also have a friend call on his behalf, but keep in mind he'll need to be present for the ownership check.
