You need to unlock the cargo hold see the differences per this link you can buy an unlock on the CM (see this link for a tip)
I believe preferred get access to the cargo hold by default , so subscribing for 30 days will give you access to all expansions and able to level to 70 , and when the 30 days are up if you dont stay subscribed you drop back to preferred status
