the game is set to open as a smaller window at present , if you want to get it back to fullscreen window mode
Just note i expect your intel video system to be stuck on the loading screen, if you have a different computer with say an Nvidia or AMD video card the game should load ok

Suggest the below changes in red, be sure to save the file

    can you add the following line under the refreshrate line and advise if any change 

    AllowDepthOfField = False

    Made the adjustments, still getting the bottom utility bar on the load screen, load screen still crashing saying (Star Wars: The Old Republic is not responding)

    Holy crap finally worked!

    Game is working, only thing is i still have that bottom utility windows bar showing on screen

    ok good news sorta , it will be trial and error to work out which setting caused it 

    I will try and look at this further tomorrow ( its just gone midnight here )
