I haven't had to level Jaesa in awhile with a warrior since the last time I leveled one was prior to 4.0 but during that time I did get affection from mission conversations. As far as the bug for you the only thing I can recommend is to email support @swtor.com.
The only thing from reading the forums from 2012 and after that is that she doesn't receive affection from planets from before you get her. For example you get her after you finish act one. But if you go back to Balmorra, Nar Shadaa, Tatooine, Alderaan, Korriban, etc, she won't get any affection. Same thing if you do a flashpoint like black talon. Since technically story wise she wasn't around there are no affection gains.
Once you hit taris, hoth, etc then she'll gain affection. I got her affection via the but not from older missions even bonus series from planets from before you get her.
