So the issue where it twitches and your looking straight up or down or some random location ?
If this is the case see if this post leads to something that helps.
I guess you can say that, i cant look around without it skipping around or not moving at all. Which is mouse stutter and that doesnt mean fps sutter or screen stutter and it only happens in this game can play any other game and it doesnt happen.
Some of those posts will mention adjusting the Controls_CameraRotationSpeed in the account ini the easiest way to get to that location when they detail the appdata location is below
Press the [Windows] Key + [R] at the same time
Copy the following in to the text box and press ok
%localappdata%\swtor\swtor\settings

What model is the mouse you have ?
Mine is a Logitech G900, I always run the Logitech game software as administrator, my settings are just on default at 800dpi
Razer Deathadder chroma never had a problem with it in any other game.
I use to play with a Razer naga
Is there any change if you close the razer synapse software and then play ?

Insomniacs post may be something to try as well in case they are still running when synapse is closed on the task bar.
I do recall I got the camera spin in a blue moon but it certainly wasnt an all the time thing
My mouse is set to 400 dpi, acceleration set to 0, poll rate set to 1000 and not really but almost but legit cant look around if i move the mouse slow if i move it faster it just spins me like crazy there is no normal at all. Yes i have tried default settings.
That DPI seems low , as you saw mine was 2100 , and Draksko used 3600 - Link
I hate high dpi and never had a problem with it before.
Im not using a higher dpi that shouldnt be a problem that should make my mouse move slower and its not slow at all so if i make it higher it will be worse.
Test with at least 2100 DPI just to be certain so you can eliminate it
Legit how will this do anything please explain I only use 400dpi and never had a problem with it before until now this makes no sense to me at all......

In regards to DPI I am thinking specifically as mentioned at this link
with low DPI and you crank up the sensitivity. If you tried to aim at small targets, you’ll see the mouse cursor jump around as you move it. The mouse hardware isn’t as sensitive, so it doesn’t detect the smaller movements.

Hence why just seeing if cranking the DPI up to 2100 has any affect
i dont use high sensitivity and thats the point i hate barely moving my mouse and it goes flying across my screen

Understand that but it is just to confirm that something in swtor isn't overriding what you think you have the mouse set at
as draqsko posted he found anything under 1800 dpi on a razer mouse sluggish in swtor
It is purely to see if a higher DPI has any affect on what your currently seeing

I have played for months with it at 400 dpi with no problems dont see how that would change magically now.
Dont know either, but something has to have changed or the way it responds in-game shouldn't have changed, Could it be something to do with the acceleration curve itself ?
Start at the beginning I guess, is the windows acceleration set to the middle scale (default) ?
Have you tried unticking if it is still ticked "Enhance Pointer Precision" if this is ticked it will introduce software interpolation make your DPI not the "real" DPI
