So I've tried following what you provided... and hit the "send one time email" button... last night... I'm still waiting for one. Tried again this morning. Still nothing.
And yes, I've made sure I'm checking the right email, and it's not in the spam folder or anything.

call support when the lines open they can remove the key for you
Tried calling support, but just keep getting a message saying that nobody is available and it hangs up.
Very much not impressed with this nonsense. Their email system doesn't work, their phone lines don't work. This needs to be addressed.

did you try calling later ? looking at the time of your post , the english line still had 30min until they opened
Yes, I've FINALLY managed to get through to someone, who was able to help me. It seems that the email address that was being used wasn't working right. It was a different account that I don't normally use, but apparently got switched to because of nonsense with my existing EA account (guy was talking about how there were issues with EA and SWTOR accounts sharing emails and such).
He was able to manually change my email over to a new account and reset my verification app, so I was able to log in and make sure the account is tied to my proper email and my verification app is now properly reset and working.
It's gotten my wife to go into her account to make sure her email wasn't changed at all, just in case. But she never had an EA account, so it shouldn't be an issue for her.
Just so frustrating and needlessly complicated.
