That error is usually a bank rejection or a purchasing block by swtor, so yes it has been there from day 1, if the bank says all is good then you will need to call swtor support and discuss this further.
skype is likely cheaper then some phone plans , although here in Australia some of our phone plans have free calls to the UK.
