Steam Sub Is Not Working

My steam subscription hasn't added to my account. I have read other posts and I now know that they apparently don't work, yet cartel coins do. If this is true why is there even an option to buy it on steam? You are intentionally misleading people who don't know better, like I didn't. How do I either claim the 180 days I have paid for, or get a refund?
