All tracert logs are done at the same time, if I did them at different time then it wouldn't matter much.
I first thought it's ISP problem, but because of that I did tracert for wow servers at the same time when I was doing swtor. SWTOR was always high latency, while WoW thru same server low latency, it more looks to me Blizz is premium Telia while EA is normal member.
Also I would like to note, this happens only when there is more people on server, like when there is 200-250+ players on the fleet, wich is rare nowdays but it happens. When I'm having high latency people from EU also routing thru Telia having the same problems. Sadly SWTOR support forum doesn't exist anymore but there was couple of big threads telling about problems with Telia & EU and high latency since launch of the game.
I certainly hear telia issues from time to time, let me know if the 14 day trial of the VPN has any effect on what your seeing.
Have a read about MPLS that could also explain the ping difference at 213.248.82.157 across the 2 different paths after 213.248.82.157 or the return path is the cause but we cant see that, and I tend to think that could be the issue here.
it also comes back to your only option apart from changing ISPs is try a VPN

Not at home atm but will check it out next time when I get high latency. I agree with you that may be the case but sadly from my swtor expirience I'm not the only one.
Thank you for suggesting a VPN solution but I am not gonna do it, it's enough to play f2p game for wich you need to sub up to play endgame and have most of the stuff in cash shop.
Gonna make an ingame ticket as well, won't matter probably but somebody may take a look.
