SWTOR Can't access ship

Howdy. My brother just finished the Dromund Kaas class questline on his Sith Warrior character. He gets real excited, and I hop on with him to enter his ship. I'm able to access his ship, but he isn't. Everytime he tries, it says that he's "not eligible to enter this ship," and just doesn't play the cutscene or anything. Click on galactic map, and it tells him that he doesn't even have a ship. I've checked other forum posts, and they say he needs to sort out his pending quests or whatever, but he doesn't have any pending quests - just the class quest to go to Nar Shaddaa and the swoop bike event quest. The kid is really upset, because he's gotten to lvl 30 so he's worried that he's gonna have to throw away all that progress. 

If y'all have any help, we could really use it right now.
