Last week I started to be unable to connect to servers. I was hoping maintenance would fix my problem but no, still can't connect to servers. My internet works good as always,I removed and re-added launcher.exe and swtor.exe to both my firewall and antivirus exceptions, I reinstalled game - didn't help.
I run swtor in compatibility mode for windows 7, it doesn't work for me otherwise
try tethering to your mobile GSM network (not home wifi) and see if the same issue ( this way it tests using a different internet access point )
this is not viable for me
try the trial of www.wtfast.com and see if any change
edit - if you havent already , turn the modem off for 15 minutes , so it is likely to grab another IP address and ensure to reboot any other routers if any exist
I tried to turn on router and wtfast, didn't help
what antivirus is being used just to check ?

issue like what you have can be a net routing issue , hence trying a totally different internet connection is worthwhile to try and check
a mismatch in compat modes between launcher.exe and swtor.exe can result in no server list , however it appears you have a server list , just cant access a server ( i presume you tried them all )
a port block may also cause this issue but that is usually ISP dependent
more inclined to check with another internet connection as next best thing to check with
I been hopelessly launching and then exiting game and after who knows how many times it just works now with no issues.
I'm now convinced this was weird game bug.
