About a month ago I went to start up SWTOR and it tried to download a patch, left it running and it was stuck on 100%, Ive restarted my laptop, flushed the bitraider, changed to a non-streaming server, gone into taskmaster, clicked the repair button many times and uninstalled and reinstalled and it always ends up like this
Stuck on 100% would indicate the bitraider service was not running per this link
310 error it is best to start with your antivirus and firewall so be sure exceptions for launcher.exe are in both lists

Have you tried uninstalling the av as a test (reinstall again after) reboot the PC and try the game to see if it is causing the issue ?
Had another case on discord yesterday with 310 error and they solved it by turning the AV off.
Edit - also in the game folder is a log folder can you attach the latest launcher log

yep added it to the firewall and still nothing
