This is my first ever post, but here is the issue: Every time I login and start playing one of my characters, I get these strange lag spikes at the usual intervals of from 2-13 minutes between each....

Ok so what ever is going on is happening in your local network, see the packet loss happening at on the very first hop and going through to the end of the plot, that is why there is issues.
if wireless try a ethernet connection direct to the modem and see if the same loss occurs for example, need to start working out what isnt causing this now.
I know for a fact this is not a wireless issue. I have already stated so in the first section. The internet is fine. In fact, I used to play with the same setup as now earlier without these issues. Same computer, same internet connections. If something has changed, it is not with my hardware or internet connection.
The pingplot is separate and independant to the game and it indicates an issue at hop 1 , what you do with that information is up to you
