to either remove the old account from your steam account or recover the old account and either use it or remove it from steam after recovery you need to call swtor support
not sure which country your in, but check your mobile plan , here in Australia most have free calls to international numbers now

Yes you can play an account via the standalone launcher even if it is linked to steam
