They made rewards better while at the same time requiring more levels.  The packs also had some shrinkflation because CG needed to increase the revenue from coliseum to try to show cost-benefit for the level of craptastic in it.  "Well, it sucks, but we're making money off it.  So, winning!"

Just like everything else, once CG implements it, no matter how garbage it is, nor how broken it is, they stand behind it because the leadership ego can't admit they're wrong.
