There was a similar thread like this before and I still see the same problem.
There's simply not enough inventory in SWGOH for a auction house to function. If you let people buy gear, mods, or toons from each other, they'll become saturated very quickly and CG will kill off their future earning potential. Auction houses in games like Fifa or Madden work well because there's so much content as well so much new inventory every week that it's impossible for people to obtain everything. We get like what, like two toons a month in SWGOH? It's just a system that's not conducive to an auction house.
