Never upgrade every Mod, the more the colour the better they can become. Mods are too expensive to upgrade every Mods.

I do upgrade the rarer ones to level 6 to see how the secondary stats progress. I was farming Potency mods today and got a Mod that had 5 speed upgraded it to level 6 and it went to level 10 speed for me that would be a Mod I would fully commit to.

I dont bother with the non rare, I have found the secondary stats progression is very weak on them.
