# of Hera shards in the $10 pack?

When I got mine it stated 25 shards which took her to 2* upon activation. A number of my guild mates said they got 15/30 post activation. Is there some sort of bug flying around with this pack or what...

They are either lying, wrong or you misunderstood. They did the event to get to 15/30.
