3 Stars With Gear 12

Question

So I'm trying to get the Sith Agent title and as I'm doing dark side battles I keep getting people who have geared 3-4 stared characters to gear 12, yet I have up get my characters to 7 stars to get them to gear 12. What's the deal? Here is a screenshot.

They arent rel people but npca the ai has chosen to offer you to use.

Yeah, those are the fake users...still doesn't make a lot of sense though.

After you burn through the allys offered ( I think they refresh after 4 hours from previous use).

Not sure where those characters come from, they are either NPC from dev use, or they are random selections of players.

It won't let you go to g12 without 7* the last piece of gear is always locked.
