35 Allies, yet no allies available?!
Like the title says, I have 35 allies yet... I can't find a single one of them when I need them... Someone really needs to explain how this ally system works... do the people need to be close level...

If you use an ally they go on cooldown for you only. There's no shared global cooldown between you and your ally.
Ally character is the leader of the last team that was used in any battle. So yes, if all you've done is DS missions then your friend won't see you available as an ally for their LS missions.
