The stun cuffs and guns as well as other purple gear will probably be sorted when the next level increase hits and we can go to gear 12.
This will make the new bottle neck getting to gear 11 and not 9 and 10. Games like this will always have a bottleneck and the previous bottleneck is usually resolved when something new comes out creating a new bottleneck.
If the bottleneck for gear 11 and 12 is not too bad they may keep us in the 9 and 10 one a little longer.
