Even more simple:
Grey: the same as before.
Green: extremely reduced chance of getting speed to 7-11.
Blue: very reduced chance of getting speed to 11-17.
Purple: reduced chance of getting speed 14 - 23
Gold: the same.
Blue through purple now have a super small chance of gaining and upgrading speed that wasn't initially visible(as seen in ops image). This does not mathematically make up for the chance that was taken away. Not even close.
