AAT raid question

So I've done this raid just sigh of about 30 times. I've noticed lately that during phase 1 general grevious summons his droids every single turn. His ability shows a 5 turn CD, but it happens anyways. I can't even kill a single droid without it coming back on his next turn. Is this a glitch or bug? Is there something in his kit I'm missing?
