The list of non-accelerated characters is smaller - as a general rule, anything released over a year ago will be accelerated. I believe Ninth Sister was the last one to move to the accelerated track. So anything released after she was will still be 1x shards. This only applies to units that are farmable on a holotable node (cantina, regular energy, fleet energy), and (sadly) excludes ships. If you really want a list, you can compile one by looking through the last year of Developer posts that announce a new character.
