Ackbar's Tactical Genius ability... is it really giving extra defense pentration?

It gives 100% turn meter to a random ally, which is an "eh" advantage. But supposedly it also gives them 40% extra defense penetration (at Level 7) which would make the ability MUCH more viable. Howev...

Agreed, that's primarily what I use it for... but its usefulness would be much higher, and probably as intended, if it also gave some sort of additional offensive capabilities.
