As for the issue set out by OP. This has also been noted on Reddit. So unlikely to be crazy RNG and indeed drops seem to be enhanced if farming GL tickets.
There is also a good screenshot on Answers. 12 battles and 13 shards. Probably if you are farming GL tickets you get a second chance, hence the higher drops.

No, I assume it'll be fixed for next time though. And I wouldn't expect them to do anything about it either. If you happened to be farming a GL then lucky you. For the rest of us... well, I still got a whole buttload of Rex shards so I'm plenty happy.
