He literally doesnt appear as an option, when the other 9 portraits for the rogue one do, also the phase 2 only requires 3star, which everyone that did the marquee event has.
15 minutes out from finding out if its just a visual thing or CG just flat forgot to include him
edit to add: not just visual, he's not allowed to be picked from in the phase2 3star req GET1 mission.
