After Calendar, Loaned Unit levels discrepancy?

My calendar is messed up. I claimed the 1st lvl yesterday, the claim today is not working or applying. My loaned units are only level 50, and ive claimed every free level. Some people have lvl 72? Is it based on your actual era lvl characters?
