What about putting in the stun gun that people need? Mk5? Or better yet.. stun cuffs for the fact that every single characters needs 2+ of the things and there's no way to get them?

I'm in the conspiracy theorist camp that they nerfed drop rates on these things (despite claims to the contrary).
They're flat out just not dropping at @30% anymore.
