In the mega QA session it was stated there is no intention of changing shop toons any time soon. But there is space for a new TB mode. I doubt it will be soon as only the top top guilds have "cleared" it. So yeah, in my estimate you are safe
To buy gear for at least next 2 months.
CG is going to be focused on new solo, fixing the raid etc. Rather on new guild event toons.
