Anybody has seen this bug/hack before

Even before the newest update that reduced the relic requirements from 7 to 4 stars I would see people in the normal battle aly suggestion that had relic characters at below lvl 85 and 4 stars,modless and abilities level 1,one account had multiple toons like that 1 day after the update,which is hard but I saw such toons even befire the update,it could be either a bug or hacking,just wanted to ask if anybody saw similar things and to report it,added a few screenshots too
