But Barris, Ashoka and Aayala are not on the Jedi Council. My idea was to give the tag to only those on the counsel to avoid a situation like you said. It would only be Plo, Mace, Fisto, Kenobi, Koth, and Yoda who have this special Jedi Council tag.
it looks like this suggestion was also about leader abilities not unique. Also it just actives the leaders ability not giving it to all the other characters. I think @griffmck has a much better idea than I have about this.
Also this would make some pretty sorry Jedi (Plo, Fisto, Koth, and Mace) worth farming.
