Anything is possible!!!

If you combine Bistan, Pao, and Daka (along with a bunch of other characters, I'd wager), you get less than 60 seconds of screen time.
Based on this, it's clear any character is possible! Who do you want to see?

Bossk had his moments in Clone Wars though so i don't necessarily categorize him as a character with no screen time, but certainly hope he gets implemented as a scoundrel tank ( no offense to chewie of course)

Bazine Netal, Ello Asty, Admiral Motti, Max Rebo, Bosheck, Coleman Trebor, Ponda Babba, Salacious B. Crumb, Weeteef Cyubee, Droopy McCool, and Tasu Leech are all integral characters to Star Wars canon that need to be added to the game.
