You actually want Ventress to be slower-at least in the beginning of a battle. Most of her abilities are predicated on her taking action after other heroes. The issue is that she really doesn't get better (faster) enough (ala Savage) and doesn't have the health/protection to last.
If her abilities were buffed to speed her up or she was made tankier, she'd be good.
