Typo, Tier 2 is 65-68.
Tier 3 should be 75-80.- So they're that lazy now they don't even double check.
- For me it says "Recommended for level 75+", maybe you unlock at level 65 but its meant for 75? I'm level 75 but don't have five light side 5 star characters so I cant do it anyways

No apparently it unlocks at 75. But definitely says 65 for me.
