I had started a thread specifically about Anti-evasion finally arriving before this was merged. I don't think the toon is weak, but the anti-evasion is only a 20% chance. That was what I was calling a little weak.
I may be misreading, but it looks like the evasion down affect is 100% on his basic...
His last ability has the 20% chance to grant 100% TM whenever an ally is evaded. That's the new anti-evasion ability I think we were hoping for.
