Exactly. That's why I'm not impressed.
Even if he had no evasion down on the basic, the AOE that combined dispel and buff block in one move is quite nearly a perfect skill...depending on his potency. Think of all the meta toons that one move alone would kill. It would remove / block QGJ if he gave everyone O up, pull Leia out and prevent her from hiding, would block RG / Han from taunting / remove it, remove / block evasion up on Rey / Yoda, or tenacity up skills from Yoda / Rex, Adv from Phasma...on and on.
Again, depends on potency, but that skill alone makes him potentially an extremely good hero. With JE pushing up droids, he could buff block a lot of great skills before they even can move in rd 1.
