This blows. So now we all have to set this cheese because we’re in a prisoners dilemma. I mean I lost today because I didn’t set this and my opponent did. My opponent didn’t even full clear me so I had the win but for this nonsense.

That's exactly the problem we're facing!
Fortunately (in this case), I don't have this DC - so I don't have to mind about whether I would use it or not.
But for all players who could use it, this is a difficult decision now. And that only happened, because CG messed it up – as so often lately...
However, I expect them to fix it, because the problem is too big to ignore it for weeks.

Report your opponent for cheating anyway. Even if you think it's not, the more reports they get about this from GAC, the (hopefully) faster they will address it and make a fix for it.
These forums may or may not get them spun up about it, but cheater reports piling up will.
