Think each mod should be only single stat and based on what it is. So health mod increases health 1% That's at full 7 rarity level 15!. Set bonus should only happen if you mod a character with 6 of the same mod and that should maybe give a max of 4% extra which means max you could get is 10% more of only one major stat.
Level 1 1 rarity should be like 0.05% bonus. These should be minor shifts on top of gear, level, etc. am gonna get 5 rarity crits chance and crit damage mods on Lando and see what his AoE does ;-)
