In a solo 1v1 game, balance is the state where all characters are capable of beating the others. Either through having all of them equally capable of defeating one-another, or by having soft-counters (that don't allow a less skilled player to defeat a more skilled one) and a pre-game character-select where the players are able to choose counters to the enemy's pick, and vice versa.
In a team game, balance is the state where all characters bring equal amounts of value to a team. This does not mean that each character is equally capable of going 1v1 with any other character, it simply means that, in the correct team, any two characters are as valuable as one-another. For example, Shoretrooper would never be able to 1v1 a Commander Luke, however in a balanced game, Shore would be as useful to his team as CLS.
This also does not mean that any rag-tag group of characters would be as strong as any other group. For certain characters to reach their true potential, like Resistance Trooper, they would absolutely have to be in a specific squad composition, in this case: Resistance.
As you can tell, this game is so incredibly far from the idea of balance that it's not got much hope of ever getting there; certainly not with an unwilling dev team. There are games that have been trying to balance themselves for years now, and most only ever get relatively close to true balance, and that's with constant tweaks. This game has been going out of its way to make certain characters objectively more powerful than others for years, so it would require many months of updates focused solely on balancing to have any chance.
