Create a new toon. Intentionally make him OP so that everyone will do anything to get him. Once every nickel that can be made from this toon has been made, nerf him enough to make the new new toon even more OP. Continue cycle of money grabbing.
I admit, this is an incredibly cynical view of how it works.
If this wasnt done every so often, the older toons that have not been recently reworked would become utterly useless.
