balance does not mean equal in terms of a gaming community.
Balance means that the new is always just a little better than the recent and much better than the old.
This keeps the community always competing for the shiny new toy that not everyone will get.
Balance actually means that there must be a winner, and of course a loser, but it must be kept close enough for those that did not win are always trying for a comeback.
