At the risk of being thrown some bricks and tomatoes, I think the ability works as intended. It can be avoided and it needs to hit in order to dispel debuffs. It works just like Shaak-Ti's basic.
So, the first check is to see whether it hits or not. If it hits, then it dispels twice and does all it normally does. If it does not hit, then nothing happens.
Not saying it's fun, not saying it should be avoidable, but I'm pretty it's wai at this point.

If CG are happy with how it currently works, then they should change the description to how it works now. Until then, it's bugged and they just don't care because it doesn't help us.
The first check is clear buffs...it's not coded to match description. If it was deal damage first then clear buffs, then yes you would be correct.
