They're doing what they've been doing for years now. Releasing something that will be great for players in the future, but not at release. They did the same thing with the knightfall event, They did the same thing with the LS Geo TB. Even now, years after it was released, players still don't have enough GP to max star the LS side of it. But, they released ROTE (Also something we can't max yet) and so now that is the focus and gets all the attention. (Though not towards bugs as much as new planets and higher tier events to get us to do.)
CG also realized that they'd make more money by reducing the cost for a marquee because more players would buy them. Hence, we have eras that release more marquee characters for us to spend money on, that includes another character unlock you'll need to buy those characters fo. Rinse, repeat.
Meanwhile, dozens of bugs don't get fixed, player concerns have a low priority, and quality of life doesn't see improvement nearly as much as "new shiny!" does. Because gamers aren't running CG anymore, just revenue chasers.
ROTE was a bit different in that the prior TB they put out was maxed by the upper levels much quicker than they anticipated. One of the main points of ROTE was something that would take even the top levels a long time to max out and be able to be added to over time so they didn't have to come up with an entire new setup anytime soon.
I said this elsewhere, but in the past, CG came out an apologized and acknowledged they were overloading people with too many marquees and they were going to cut back - and they did. Presently, they're cranking them out at a much higher rate than when the apologized for having too many.
I get the 'never ending quest for more money' and if they weren't basically permanently in the black it'd be a fairer point. But you can burn out your customer base as a means of furthering the 'quest'.
I don't mind things like Nightfall. The point of it was actually for lower level players, not the max ones. You're immediately getting free shards of the character before it's even farmable. That's a good thing. The fact you needed to wait a bit longer to be able to get past the later tiers is the trade off of making it available sooner so you get a shot at shards. It's not to frustrate you that you can't take the first toon to R5 and get the R5 tier rewards. With all 4 at R5 the R5 tier still isn't a cakewalk either.
