Yeah, but the rest of the rebels don't really compliment his skills nearly as well as some other characters in my opinion. Which is why I think he's more useful in team combinations where he can utilize the potency buff from debuffed enemies rather than from rebel allies. Plus his base potency is already fairly high so getting him over 100% potency isn't hard either way, it's just about which way forms a more reliable team.
