Why doesn't it taunt everytime a teammate inflicts target lock?

Hey, i meant that when Biggs crits he is also supposed to cause target lock which in turn should give him protection. Half the time neither of those things happen even if it was a critical hit. Sorry i wasnt very clear in the previous post.
