CG said it would be released every 3 months. I like alot of people spent a ton of money to have them ready for the November release. And now that they have our money they want to hold back on releasing the event.

In other words, don't expect Baylan to return after 3 months either.
They said he would return three months after his first event. They did not say anything about the cadence there-after.
I would be frustrated too - and I sympathize as I've had to wait for unlock events to return as well (Cal was very frustrating to wait for) - but CG never said that would be every three months - that's an assumption - a reasonable one, but still an assumption.
I hope the event comes back soon. I have guild mates waiting to unlock JarJar as well.
