Bonds cleansing cooldown reduction possibility-constructive

Ok so it's been a day and people have had a chance to vent and scream all over the internet now about changes. Some agree to parts other do not , whatever. 20 stacks everyone hates and should be moved to around 40 but whatever. Question here after seeing red goes away is "is the CD of the cleanse going to change now"? You'll end of spending 1/3 of your actions during this fight cleansing and you wont be able to anymore due to cd. Surely THAT can't be the spirit of the raid right at the very least cleansing as an action 1/3 or more of your total moves could not have been the direction this raid was supposed to go in? Dark times for CG man I'd love to be in the room with the finances guy/gal monday after black Friday (refunds) day even though it comes out of app store money not theirs , there has to be some type of developer penalty portion paid or something right?
