A couple things,
First, when you go to finish an easy battle, don't use 5 characters. Just take Mob Enforcer in by herself as an example and win the battle on auto with a strong borrowed ally. That way the only possible hero that you're blocking will be that one hero.
Secondly, when allies aren't offering any leader to borrow, it means they haven't completed a battle manually in that area for a while (or it's a bug). For example, my alt couldn't borrow a leader from my main account within Cantina battles for about a week because all I had done was SIM Cantina battles on my main account. When I manually completed a battle on my main account with Royal guard at leader it instantly popped up on my leader borrow options on my alt account. As another example, one time my alt account offered my main account a level 26 teebo to borrow. I don't even have Teebo on my alt account so that was obviously a bug. But after many tests between my accounts, if I manually finish a battle on my main account with the leader I want to borrow on my alt and refresh the leaders using the challenge reset, that leader always pops up to borrow as desired.
So I would suggest if you don't have the variety of leaders you want to borrow:
1. Go through and remove all allies who don't offer leaders. They might have stopped playing the game altogether.
2. Add new allies to your list until you find some that offer interested leaders to borrow and keep them on your ally list.
