I purchased LSB 8 through the in game store. I already had a R7 Palpatine but I was buying this to get the R3 Thrawn. The purchase went through and I have a receipt for it, but it did not apply to my account.

If you're talking about the Shadows of the Empire LSB, you don't get R3 Palpatine and Thrawn... You get R3 of a bunch of Rebel characters who are needed to complete their Journey Guides. There is no bundle that'll give you a R3 Thrawn/Palpatine as they're Journey Guide characters.
